Brazil revolutionises football by reducing foreign players and imposing U23 player list

Brazil's first and second division clubs have approved new amendments to player registration regulations to provide more opportunities for young players who grew up in the country.

During a meeting held in Rio de Janeiro on Monday, September 21, clubs agreed to reduce the number of foreign players allowed to participate in matches from 9 to 8 starting from the 2027 season.

The reduction in the number of foreign players will continue gradually over the coming years, with a maximum of only 5 foreign players set to be allowed by 2030. The extension of the final limit until 2030 was made to give clubs time to manage the contracts they have already signed with foreign players.

Clubs, except for CR Flamengo and Bahia, have agreed to modify their registered player lists, so that the team roster of 50 players includes at least 20 players aged 23 or younger.

The mandatory quota for players under 23 will gradually increase to at least 25 players out of 50 by 2030, in a move aimed at enhancing reliance on young talents and expanding their opportunities to participate in Brazilian football.
