The draw resulted in the distribution of teams into three groups, with the first group including the teams of Oman, Saudi Arabia, Bahrain, and Qatar, in a group characterized by strength and direct Gulf competition from the first round.

The national teams of Iraq, the UAE, Syria, and Jordan were placed in Group B, while Group C included the teams of Kuwait, Lebanon, and Palestine, with the Kuwaiti team looking to benefit from the home advantage and fan support.
