Arsenal Joins Manchester City in Race for Pedro Neto

Chelsea needs to sell a number of players alongside making new signings, as the team has a large number of players. Meanwhile, the lack of European competition for the club could reduce playing time for some individuals.
According to 'CaughtOffside', Chelsea is open to receiving offers for Neto, but they do not list the player among those available for sale, meaning that his departure would require a strong offer to convince the club to agree.
