Manchester United received only 8,000 tickets, which is 1,000 tickets less than the percentage specified in the tournament regulations. Arsenal justified this by citing safety reasons, and United filed several complaints to the English FA against the decision, but they were rejected.
The report clarified that the seats that were excluded were in the upper tier of the Emirates Stadium, and Arsenal rejected Manchester United's proposals to allocate them for families or emergency service workers.
The English FA announced in an official statement a financial penalty of £500,000 suspended against Arsenal, emphasizing the need for the club to comply with the required ticket allocation in future editions of the tournament.
Arsenal confirmed that United received 13% of the stadium's capacity, while the regulations stipulate that visiting teams should be granted up to 15% of the tickets, meaning that the percentage is not entirely mandatory.
